407th Army Field Support Brigade commander recognizes Fort Buchanan logistics workforce

FORT BUCHANAN, Puerto Rico — Col. Carper “Haywood” McMillan, commander of the 407th Army Field Support Brigade, recognized 20 Logistics Readiness Center employees for their contributions to Army readiness during a town hall at Fort Buchanan headquarters Oct. 26, highlighting the workforce’s excellence in sustaining military operations and supporting installation partners.

McMillan praised the center’s longstanding partnerships with the garrison, Compo Two (Army National Guard) and Compo Three (Army Reserve).

“They’ve always excelled at providing enterprise logistics here on the island,” McMillan said.

The Fort Buchanan Logistics Readiness Center provides essential logistics services supporting military personnel, equipment and operations. Its workforce plays a critical role in sustaining readiness for the installation, Army Reserve, National Guard and other military organizations operating in Puerto Rico.

McMillan visited Fort Buchanan as part of his efforts to assess logistics operations across the brigade’s area of responsibility, recognize workforce achievements and strengthen relationships with supported organizations.

During the town hall, McMillan praised the center’s performance in evaluations and inspections, recognizing its personnel for maintaining high standards while meeting the installation’s unique logistical requirements.

He emphasized that each Logistics Readiness Center operates in a distinct environment, requiring its workforce to adapt services to the needs of military units, installation leadership and the surrounding community.

As part of the visit, McMillan presented 11 Certificates of Achievement, six Civilian Service Achievement Medals and four command coins.

Employees receiving Certificates of Achievement included Eli S. Laureano, Angel R. Rivera, Miguel A. Casanova, Juan Rios-Rosado, Raymond Rivera, Leonel Roldan, Kendra Y. Carballo, Luis A. Colon-Madera, Iris Choisne, Gabriel Cruz-Boyrie and Rafael V. Morales.

McMillan awarded Civilian Service Achievement Medals to Alex G. Nieves-Lopez, Irma Calderin, Luisa I. Segarra, Juan B. Carmona, Javier Rivera and Efrain Colon-Cruz.

He also presented command coins to Daisy Vidal-Reyes, Luis A. Colon-Madera, Marcuantonio Negron and Javier Sierra in recognition of their contributions.

Beyond individual recognition, McMillan emphasized the importance of collaboration among the Logistics Readiness Center, Fort Buchanan garrison leadership, the 1st Mission Support Command and other tenant organizations.

“We encourage the garrison and First MSC and the rest of the tenant units to continue to utilize them, continue to ask them those hard questions,” McMillan said, encouraging installation partners to strengthen coordination and address logistics challenges together.

He reinforced the importance of maintaining these relationships to support the Army’s operational requirements and ensure organizations have the resources necessary to accomplish their missions.

McMillan concluded by encouraging installation partners to “continue to grow together in support of all our respective missions.”

The visit highlighted the contributions of Fort Buchanan’s civilian logistics professionals and reinforced the installation’s role in sustaining military readiness in Puerto Rico and supporting the Army’s broader mission in the Caribbean.

With an annual budget exceeding $500 million, Fort Buchanan supports about 15,000 active-duty personnel, Soldiers of the Army Reserve and Puerto Rico National Guard, Marine Corps Reserve members and Navy Reserve personnel, providing infrastructure and services that enable forces to train, mobilize and deploy worldwide.
